Employee benefitsin Tajikistan

Tajikistan provides paid annual leave and state-funded maternity and sickness benefits through social insurance. Public healthcare is available to most citizens, but patients still pay a substantial share of costs. Some international organisations in Dushanbe add medical insurance and provident-fund saving for locally recruited staff.

Benefits in Tajikistan
with the context that matters.

Tajikistan combines employer-paid annual leave with a state social insurance system covering retirement and specified income-loss risks. Employees receive at least 24 calendar days of annual leave, while maternity leave normally lasts 140 calendar days. Social insurance contributions and employment protections form the legal baseline.

Publicly funded healthcare has limited financial coverage, so treatment can still involve direct patient payments. Some international organisations add medical insurance and retirement savings to their packages. The value of such arrangements depends on policy eligibility, funding and payment terms.

Independent contractors operate under business and services arrangements. Their tax, social contribution and contractual protections need to be considered separately from employee payroll and benefits. Remote consulting arrangements exist, while any allowance or expense reimbursement depends on the applicable legal relationship and agreement.

National employee baseline and locally recruited examples

This guide covers the general national employee baseline and identifies benefits offered in named international-organisation roles in Dushanbe. Social-tax rates differ between non-budget organisations and budget-funded institutions. Expatriate access to public healthcare and specialist or self-employed arrangements need separate confirmation; employer examples are not startup or national prevalence benchmarks.

Health insurance and healthcare in Tajikistan

Public healthcare, insurance and everyday wellbeing. Fill local gaps with international health insurance.

Public healthcare and direct treatment costs

+−

Almost all Tajik citizens are eligible to use publicly funded health services. Most facilities are publicly owned, but public coverage is limited and patients pay a substantial share of costs themselves. Eligibility for public care therefore does not mean every consultation, medicine or treatment is free. Employer medical insurance is a separate arrangement. Foreign residents need to confirm the access rules that apply to their status.

Employer medical insurance: international-organisation example

+−

Medical insurance is provided to locally contracted staff in some international organisations in Dushanbe. For example, the Organization for Security and Co-operation in Europe includes participation in a medical insurance scheme in its locally recruited full-time security-guard package. Policy terms determine covered treatment, dependent eligibility, employee contributions and claim limits; these are separate from access to publicly funded healthcare.

Pensions and retirement in Tajikistan

Saving for the future and protecting income. Offer one retirement plan across countries with an international pension plan.

StatutoryCountrywide

Mandatory social insurance funding

+−

Non-budget organisations pay social tax of 20% of the applicable contribution base, while the insured employee contributes 2%. Budget-funded institutions instead use 25% employer and 1% employee rates. These contributions fund the state social insurance system, which provides pensions and benefits for specified risks such as sickness, maternity, disability, unemployment and loss of a breadwinner; they are separate from optional private insurance.

StatutoryCountrywide

Severance for redundancy or employer closure

+−

An employee dismissed because the organisation is liquidated, an individual employer closes the business, or the employer reduces its workforce receives a one-off severance payment of at least three average monthly salaries. This payment is separate from outstanding wages and compensation for unused annual leave. The severance minimum applies to these employer-initiated terminations; it is not a payment for every resignation.

Employer retirement savings: international-organisation example

+−

A provident fund is a workplace savings arrangement that accumulates money for retirement or departure under the plan’s rules. The Organization for Security and Co-operation in Europe includes its provident fund in the benefits for a locally recruited full-time security-guard role in Dushanbe. This is a specific employer arrangement; contribution percentages, access conditions and payment terms are set by the fund.

StatutoryCountrywide

Paid annual leave

+−

Employees receive at least 24 calendar days of annual paid leave. Public holidays, periods of temporary incapacity and maternity leave do not count against that allowance. The employer pays annual-leave costs. Additional days can be agreed in an employment or collective agreement, while particular occupations and protected groups have longer statutory entitlements.

StatutoryCountrywide

Temporary incapacity benefit

+−

State social insurance provides a temporary incapacity benefit for qualifying illness or injury, care of a sick family member, quarantine and prosthetic treatment. Employees with less than eight years of service receive 60% of earnings. Ordinary incapacity benefits can continue until recovery for up to four consecutive months; tuberculosis has a limit of twelve months before medical assessment for disability. The employee must provide the documents required to establish the claim.

Maternity leave and social insurance benefit

+−

Maternity leave is 70 calendar days before birth and 70 afterwards: 140 days in total. The post-birth period rises to 86 days after a complicated delivery or 110 days for two or more babies, giving totals of 156 or 180 days. A medical incapacity certificate is required. The entitlement is calculated as a whole regardless of prenatal days actually used or service with the employer. State social insurance funds the maternity benefit separately from ordinary salary.

Public holidays and working-calendar changes

The 2026 non-working holiday calendar includes New Year, Mother’s Day, the four-day Navruz festival, Victory Day, National Unity Day, Independence Day, Constitution Day and two Islamic festival holidays. For a five-day working week, a weekend holiday moves the rest day to the next working day. The 2027 calendar transfers the rest day from 20 March to 26 March and from 4 September to 10 September; these are calendar changes, not additional named holidays.

2027 transferred rest days

+−

For the 2027 working calendar, the government moves the rest day from Saturday 20 March to Friday 26 March, and from Saturday 4 September to Friday 10 September. These are changes to working and rest days rather than two new named public holidays. Employers planning rosters must account for the working Saturdays and the corresponding Fridays off.

Hiring employees in Tajikistan: what affects benefits

Employment context that affects the benefit package.

StatutoryCountrywide

Employees and genuine independent contractors

+−

An employee performs agreed work within an employment relationship and follows the employer’s internal working rules. A self-employed contractor operates their own business under a services arrangement. Calling a person a contractor does not by itself determine their legal status. Correct classification matters because employee leave, dismissal protections and employment contributions cannot simply be replaced by an invoice.

StatutoryCountrywide

Salary payment dates and final pay

+−

Salary must be paid at least once in every half-month. Employment terms or local work rules set the payment dates. If a payday falls on a rest day or non-working public holiday, payment is due beforehand. All amounts due when employment ends must be settled on the employee’s final working day.

StatutoryCountrywide

National monthly minimum wage

+−

The national minimum wage is TJS 1,300 per month from 1 September 2026. It applies across the country’s economic and social sectors, including privately owned employers. Employers must also honour any higher wage promised by the employment contract or an applicable agreement.

StatutoryCountrywide

Working week and protected shorter hours

+−

The ordinary working week cannot exceed 40 hours. Employers can agree a shorter week with normal full-time pay. A five-day or six-day schedule is set by the workplace’s rules or agreement. Workers with qualifying disabilities or hazardous work can have shorter statutory hours without reduced pay; the applicable category must be identified rather than treating every worker as having an eight-hour day.

StatutoryCountrywide

Probation agreement and maximum

+−

An employment contract can include an agreed probation period of up to three months, subject to statutory exceptions. Probation must be recorded in the contract; without it, the employee starts without probation. Employment protections continue during probation. Exempt groups include employees under eighteen and qualifying first-time graduates placed in their specialty, alongside other protected categories.

StatutoryCountrywide

Employer dismissal notice and job-search time

+−

For an indefinite employment contract, the employer must give at least two months’ written notice for liquidation, closure by an individual employer or redundancy. At least one month is required for dismissal because the employee lacks the required qualifications or cannot perform the work for health reasons. During notice, the employee receives at least one paid day off each week to look for work.

StatutoryCountrywide

Value-added tax rate transition

+−

The standard value-added tax rate is 14% for taxable transactions and imports through 31 December 2026. It falls to 13% from 1 January 2027 under the Tax Code’s transitional provisions. Value-added tax is a tax on taxable supplies and imports; it is separate from salary income tax and social insurance contributions. Whether a particular business must register or a supply is exempt requires its own assessment.

Different working relationship

Contractor benefits in Tajikistan

An employee works under an employment relationship and follows the employer’s internal rules. A self-employed contractor operates a business under a services agreement; a contract label alone does not determine status. Employee leave, dismissal protections and employment contributions cannot simply be replaced by an invoice. Agree any client-funded time away, insurance or retirement saving separately.
