Benefits in Paraguay,
with the context that matters.

Paraguay’s employee benefits combine employer-funded paid leave and an annual cash bonus with healthcare and retirement protection through the Instituto de Previsión Social, the national social insurance institution. International employers should distinguish the employee legal baseline from supplementary medical cover, flexible work and allowances defined by employer policy. Genuine independent contractors need separate service, tax and retirement arrangements.

Benefits for employees in Paraguay

This guide covers employees under the general private-sector social-insurance and labour rules in Paraguay. Public-sector and special occupational regimes can differ, and eligibility for insured cash benefits depends on contribution history and registration.

Statutory vs employer benefits in Paraguay

Start with the baseline. See where employers add more.

Statutory rules can be conditional. “Common” describes employer practice for the stated audience, not a guaranteed entitlement. Follow each topic for eligibility and qualifications. This guide is general information, not legal or tax advice.

Health insurance and healthcare in Paraguay

Public healthcare, insurance and everyday wellbeing. Fill local gaps with international health insurance.

StatutoryCountrywide

Healthcare through social insurance

+−

Employees insured with the Instituto de Previsión Social, Paraguay’s social insurance institution, have access to medical consultations, surgery, medicines, hospital care, laboratory services and dental care. The published waiting periods for insured workers are one month of contributions for first consultations, dental care, laboratory tests and medicines, and six uninterrupted months for hospitalisation or surgery. Emergencies are assessed by severity and risk to life. Eligible dependants have their own registration and waiting-period rules. This is social insurance, separate from an employer’s supplementary private medical plan.

Some employersCountrywide

Employer-supported private medical cover

+−

Employers supplement social insurance with private medical coverage through a selected healthcare provider. Funding is set by the employer policy. As a professional-services example, Amaral funds 50% of medical insurance for supervisors, managers and directors. That is an employer-specific contribution, not a national premium benchmark; provider network, dependants, treatment limits and employee contributions follow the actual plan. CI Seguros Patria’s disclosed employee policy funds 65% of the medical-plan cost, leaving 35% to the employee, with a choice of three named insurers.

Some employersCountrywide

Employer payment on a child’s birth

+−

CI Seguros Patria’s disclosed employee policy pays a one-off PYG 500,000 when a child is born, on presentation of the birth certificate. This cash payment is an employer benefit separate from statutory maternity and paternity leave.

Pensions and retirement in Paraguay

Saving for the future and protecting income. Offer one retirement plan across countries with an international pension plan.

StatutoryCountrywide

Work injury protection

+−

The Instituto de Previsión Social, Paraguay’s social insurance institution, provides treatment and cash protection for insured employees with occupational accidents or diseases. For incapacity exceeding three days, its cash benefit starts from the first day and can continue for up to 52 weeks, ending earlier if permanent incapacity is declared. The published rate is 75% of average daily contributory wages over the preceding four months. Employees must have been registered before the accident; there is no contribution-tenure waiting period for this occupational protection. Permanent incapacity can lead to a pension or lump-sum compensation under the scheme.

StatutoryCountrywide

Social insurance contributions

+−

The Instituto de Previsión Social, Paraguay’s social insurance institution, provides healthcare and retirement protection under its general regime. Employers contribute 16.5% of contributory salaries and employees contribute 9%, for a combined 25.5%. These are separate employer and employee amounts; the employer contribution is an additional employment cost. Special public-sector and other regimes have different rules.

StatutoryCountrywide

Severance and ten-year job stability

+−

Dismissal without just cause gives an employee 15 daily wages for each year of service or qualifying six-month fraction, calculated on average wages over the preceding six months or the shorter actual employment period. Notice compensation is separate. At ten uninterrupted years with the same employer, employees acquire special job stability: a contested just cause must be proved before the labour court. Failure to prove it can require reinstatement and back pay, or the applicable double compensation where the legal conditions are met.

Paid leave and sick pay in Paraguay

The legal baseline and additional time away.

StatutoryCountrywide

Paid annual leave

+−

After each year of continuous service with the same employer, employees receive 12 working days of paid annual leave up to five years of service, 18 working days after five and up to ten years, and 30 working days after ten years. Leave pay uses the legal minimum wage or actual pay if higher and must be paid in advance. The employer schedules leave within six months of entitlement and gives at least 15 days’ written notice; an employee requesting leave also gives 15 days’ notice. Leave normally begins on Monday or the following working day if Monday is a holiday.

StatutoryCountrywide

Sickness cash benefit

+−

Insured employees unable to work because of ordinary illness or a non-work accident can claim a medical-rest subsidy from the Instituto de Previsión Social, Paraguay’s social insurance institution. The subsidy is 50% of the average contributory wages in the preceding four months. Qualification requires at least six weeks of actual work within the preceding four months, normally 36 days, and current employer contributions. Medical certification is required. Employer salary top-ups are a separate benefit.

StatutoryCountrywide

Marriage, bereavement and civic leave

+−

Employees who request it receive three days of paid leave for marriage and four days for the death of a spouse, child, parent, grandparent or sibling. Employees also receive time off for legally imposed personal obligations; employer-paid time for these obligations is limited to two days in a calendar month and 15 days in a year. Trade-union officers receive necessary time for essential union duties without an automatic employer pay obligation.

Some employersCountrywide

Employer sick-pay enhancements

+−

Employer policies can add pay to the social-insurance sickness benefit. Amaral pays up to three days for medically supported illness and, for certified social-insurance rest, adds 50% of salary for up to seven days. These are that employer’s disclosed terms; they do not establish an indefinite nationwide full-pay entitlement.

Some employersCountrywide

Birthday and graduation leave

+−

Some employers add personal leave for birthdays or graduation. Amaral discloses a day off for an employee’s birthday and a day for university graduation. These days are employer-defined additions to statutory leave; the contract or policy determines how to request them and whether another day can be taken when the event falls outside the working schedule.

Maternity, paternity, and parental leave in Paraguay

Leave, pay and support through life’s changes.

StatutoryCountrywide

Maternity leave and capped social-insurance pay

+−

Birth mothers receive 18 uninterrupted weeks of maternity leave, supported by a medical certificate. The mother can take two weeks before birth. Leave increases to 24 weeks for birth before week 35, birth weight below 2,000 grams, or qualifying congenital conditions requiring special care. Multiple births add one month for each child from the second, with the longer extension applying when circumstances overlap. The Instituto de Previsión Social, Paraguay’s social insurance institution, pays a subsidy at 100% of the relevant last full-contribution monthly remuneration, subject to its daily ceiling of five times the minimum daily wage. Subsidy eligibility requires four uninterrupted contribution months including 36 days worked. An employer that failed to register the employee or is in arrears must fund the statutory subsidy. If the mother dies at birth or during postnatal leave, the father or family-designated caregiver can use the remaining leave exclusively to care for the child. Working for third parties during maternity leave is prohibited.

StatutoryCountrywide

Paid breastfeeding breaks and protection

+−

On returning from maternity leave, mothers receive 90 minutes a day of paid breastfeeding time for six months from the first day back at work. Medical certification can extend the entitlement at 60 minutes a day from months seven to 24 of the child’s age. Multiple births add 60 minutes a day from the second child. Employers also provide time and suitable conditions for expressing milk. Workplaces with more than 30 women must provide an authorised lactation room. The law protects employment from notification of pregnancy and provides job stability until one year after birth or adoption.

StatutoryCountrywide

Paid paternity leave

+−

Fathers of newborn children receive two weeks of mandatory paid leave after birth. The employer pays the salary during this leave. The father must register the child’s birth and begin the required identity-document procedures during the leave. This employee entitlement is separate from maternity pay through social insurance.

StatutoryCountrywide

Adoption and foster-care leave

+−

A qualifying adoptive mother or court-recognised foster mother receives 18 weeks of leave for a child younger than six months and 12 weeks for a child older than six months, supported by the court decision.

StatutoryCountrywide

Statutory allowance for dependent children

+−

Employees with qualifying children receive an employer-paid family allowance equal to 5% of the general legal minimum wage per child, paid with salary. At the July 2026 minimum wage this is PYG 152,200 monthly per qualifying child. The child must be under 17, or have a qualifying total disability without an age limit, live in Paraguay, be under the employee’s parental authority and be supported by the employee. Entitlement ends when the employee’s salary exceeds twice the legal minimum, currently PYG 6,088,000. If both parents are employees, only one receives the allowance and the higher parent’s salary must stay within the limit. The employee gives written notice with birth and supporting documents. The allowance is excluded from the annual-bonus and social-insurance salary bases.

Some employersCountrywide

Employer childcare contribution

+−

CI Seguros Patria’s disclosed headquarters employee policy pays PYG 500,000 a month for childcare until the child reaches 24 months. The headquarters restriction and child-age limit are part of this employer’s policy; employees outside that covered group do not acquire this benefit from the example.

National public holidays are separate from annual leave. The statutory list contains 13 holiday dates, including Constitution Oath Day on 20 June. Four commemorative holidays can be moved by presidential decree; in 2026 Heroes Day is observed on 2 March and Constitution Oath Day on 22 June. Public-holiday work carries the applicable statutory pay premium. Public-administration time off and bank-only closing days do not automatically create private-sector holidays.

Pay, bonuses, and rewards in Paraguay

Required payments and employer-designed incentives. Add flexible perks with Flex Rewards.

StatutoryCountrywide

Mandatory annual bonus

+−

Employees receive an aguinaldo, the mandatory annual complementary cash payment. It equals one-twelfth of qualifying remuneration earned during the calendar year, including salary, overtime and commissions. Family allowances, travel expenses and medical-rest payments are excluded. It is payable before 31 December, or proportionately when employment ends earlier. A full year on an unchanged qualifying salary produces one extra month’s pay. Independent service providers do not receive this statutory employee bonus.

Some employersCountrywide

Employer annual performance payment

+−

CI Seguros Patria’s disclosed employee policy provides an annual performance gratification for employees with at least one year of service who achieve the relevant goals and objectives. The employer sets the payment amount and performance conditions. It is separate from the statutory annual complementary salary payment.

Flexible work and everyday life in Paraguay

Flexibility, learning and day-to-day support.

StatutoryCountrywide

Telework equipment and authorised work expenses

+−

For employment telework, the employer provides and maintains the required equipment and programs and trains the employee to use them. An employee may voluntarily request to use personal equipment, with employer agreement documented in the contract or amendment. Employer compensation for personally supplied equipment or infrastructure can be agreed; the telework law does not specify a national cash allowance. Separately, the Labour Code requires reimbursement of authorised expenses necessary for the work.

StatutoryCountrywide

Agreed telework and equal employee rights

+−

Telework is a voluntary, flexible and reversible employment arrangement that can be agreed at hiring or later. Employees working away from the employer’s premises retain equivalent labour, leave, union and social-insurance rights. The agreement sets the work arrangement and availability, and employers must respect private life and rest. This legal framework permits an agreed arrangement; it does not give every employee an unrestricted right to work remotely.

Common employer additionCountrywide

Meal and refreshment support

+−

Meal allowances form part of employer compensation packages. The employer decides the amount, covered workdays and payment method; they are separate from the statutory salary floor. A disclosed insurance-employer example pays PYG 18,000 per working day as refreshment support, credited between the fifth and tenth of the following month. That amount illustrates one policy rather than a national allowance.

Common employer additionCountrywide

Transport allowances

+−

Transport allowances add employer support for travel costs to the employee’s compensation package. The policy identifies eligible travel, amount, payment interval and whether the arrangement is a fixed allowance or reimbursement. Support for commuting should be distinguished from repayment of authorised business expenses.

Common employer additionCountrywide

Education and language support

+−

Education allowances support employees’ learning alongside salary. Policies define eligible courses, study leave and any service requirements. Amaral’s disclosed benefits include an English-course subsidy of PYG 120,000, internal training and leave for study and examinations. Its published subsidy does not specify a payment interval, so it should not be treated as a monthly or annual market budget.

Common employer additionCountrywide

Housing allowances

+−

Housing allowances supplement salary for employees included in an employer’s package. The employer sets the eligible employee group, cash amount or accommodation arrangement, and whether support continues throughout employment or only during an assignment. Housing support is a contractual benefit rather than a universal additional statutory payment.

Source: Redii market review, 2026

Some employersCountrywide

Employer flexible hours and home working

+−

Some employers offer flexibility in working hours and a mix of office and home working. For example, Amaral discloses flexible schedules when needed and home-office arrangements alongside onsite work. Employees agree availability, workplace, equipment and manager expectations under the employer’s policy and the employment telework rules.

Some employersCountrywide

Employer university-degree payments

+−

CI Seguros Patria’s disclosed employee policy pays PYG 200,000 monthly when the employee presents a university degree. Employees who completed one academic year or two semesters while working for the company also receive a one-off payment equal to 50% of the legal minimum salary. The policy defines its own supporting-document requirements; these amounts describe one employer’s benefits rather than national pay standards.

Hiring employees in Paraguay: what affects benefits

Employment context that affects the benefit package.

StatutoryCountrywide

Employees and independent contractors

+−

The Labour Code applies to paid work performed under an employer’s direction and dependence. Independent contractors organise a genuine independent service relationship; a contract title alone does not remove employment rights when the actual work is subordinate. Employee leave, annual bonus, notice, severance and mandatory employee social insurance must therefore be assessed separately from a contractor’s service fee and agreed benefits.

StatutoryCountrywide

Employment contract form and terms

+−

An employment contract may be verbal or written, but an individual contract paying above the applicable legal minimum must be written. Written terms identify the parties, work and locations, pay amount and payment interval, working time, agreed accommodation, meals or uniforms and their valuation, other agreed conditions, and signatures. Each party keeps a copy. Fixed-term and project contracts must reflect their actual legal basis; ongoing work should not be disguised through a contractor label.

StatutoryCountrywide

Pay intervals and payslips

+−

Salary is paid at regular weekly, fortnightly or monthly intervals, depending on the arrangement. A payslip identifies basic salary, work paid, additional amounts and deductions, with a copy for the employee. Only lawful deductions are permitted. Agreed benefits in kind must be appropriate for the employee and family and fairly valued; the Labour Code limits exceptional in-kind salary to 30%.

StatutoryCountrywide

Minimum wage from July 2026

+−

The general minimum wage for unspecified private-sector activities is PYG 3,044,000 a month from 1 July 2026. The daily-worker minimum is PYG 117,077. Specific occupational and special working-time schedules have their own rates; the daily-worker figure is not the daily divisor for a monthly salary.

StatutoryCountrywide

Working hours, overtime and rest

+−

Ordinary daytime work is limited to eight hours a day and 48 hours a week. Night work, from 8pm to 6am, is limited to seven hours a day and 42 hours a week; mixed day/night work to 7.5 hours a day and 45 a week. An intermediate break is at least 30 minutes and normally excluded from working time, with at least ten hours’ uninterrupted daily rest and a weekly rest day, normally Sunday. Special management, unsupervised and other statutory categories have separate limits. Ordinary overtime is capped at three hours a day and 57 total working hours a week, subject to statutory exceptions. Daytime overtime carries at least a 50% premium. Ordinary night work carries a 30% premium over daytime pay, night overtime a 100% premium over the ordinary night hourly rate, and public-holiday work a 100% premium over an ordinary working-day hourly rate.

StatutoryCountrywide

Paid probation

+−

Probation is paid and generally lasts no more than 30 days for unskilled workers or 60 days for skilled workers and apprentices. Highly specialised technical workers may agree a different period according to the work. During probation the employee receives employment benefits, while notice and dismissal compensation do not apply; either party can end the relationship. The same parties cannot restart probation for the same kind of work.

StatutoryCountrywide

Termination notice and job-search time

+−

After probation, either party ending an indefinite contract without an applicable just-cause exception gives 30 days’ notice up to one year of service, 45 days after one and up to five years, 60 days after five and up to ten years, and 90 days after ten years. Notification must be provable in writing or another authentic form. An employer omitting proper notice pays the corresponding salary instead. During employer notice, employees retain pay and can take two hours a day or one day a week to seek work, with the option to combine the time.

StatutoryCountrywide

Personal income tax on services

+−

Paraguayan-source personal-service income of residents, including employment and independent services, is subject to personal income tax when gross annual taxable income exceeds PYG 80 million. Tax applies progressively to net taxable income: 8% on the first PYG 50 million, 9% on the portion from PYG 50 million to PYG 150 million, and 10% above PYG 150 million. Registration, deductions and annual filing affect the actual liability; these rates are not a flat payroll deduction from every employee’s gross salary.

Different working relationship

Contractor benefits in Paraguay

Independent service providers manage their own commercial, tax and social-protection arrangements. Employee leave, the statutory annual bonus and employer payroll contributions do not automatically apply to a client contract.
